Can I enter the ballot if it sells out on the number I am on? i.e. sells out at 9 points – everyone on 9 should be able to enter.

Yes, the ballot will allow entry from the number of points the fixture has sold out on. For example, if it sells out at 9 points. The ballot will permit those with 9 points and below to enter.
